Tim,
I would like to add to the encouragement you've received from others. I'm an Assoc. Pastor and have a large responsibility for leadership development in our church. From my own experience in evangelism, it is easier to teach than to practice. What is usually lacking in training is not the information, but the example and atmosphere. I applaude your decision to develop relationships with non-Christians even at the expense of church involvement. (This should be an oxymoron; developing relationships with non believers should be the ultimate church involvement!) I just want to add one idea for you to consider. Perhaps what your church needs (in addition to your modeling relational evangelism) is someone who can bridge the gap between the leadership (Elders) and the community (non church members). God's speed.
Jay
